Two transactions are happening here:
The buyer is paying the seller for the order through Shopify, and
The seller is paying Fuel directly to fulfill the order.
Fuel does not charge your customers for the order. The seller may decide to offer free shipping to the buyer, but the seller will always pay for the blank item(s) and the shipping fee.
